Paddy was awarded his PhD from Trinity College Dublin in 2005. He chaired the IIS Commission on Land Registration from 2006 to 2014 and also chaired the Inter-Professional Task Force on Property Boundaries from 2009 to 2014. He a lecturer in DIT/ TU Dublin from 1995 to 2019 and his main academic interests were Land Registration, Land Administration Systems, Spatial Data Quality and Spatial Data Infrastructures to underpin coherent land management in Ireland. He is now a practicing-chartered surveyor who focusses specifically on resolving property boundary issues.
